CEILING
(1) The height ascribed to the lowest layer of clouds or obscuring phenomena when the sky is reported as broken, overcast or obscured and the clouds are not classified "thin" or "partial". The ceiling is termed unlimited when the foregoing conditions are not present. (2) The high above the earth's surface of the lowest layer of clouds or obscuring phenomena that is reported as "broken", "overcast" or "obscuration" and not classified as "thin" or "partial".
